The Gambia Calls for Bold Debt Reform and Climate Financing at the 15th V20 Ministerial
Dialogue. Washington D.C. 18 October 2025

At the 15th V20 Ministerial Dialogue in Washington D.C. Hon. Seedy Keita, Minister of Finance
and Economic Affairs of The Gambia, urged global leaders to reform the interna onal debt and
finance systems to reflect the reali es of the climate crisis. Speaking on “The Debt–Growth
Agenda: Unlocking Fiscal Space for Climate Prosperity and Resilience,” he highlighted how
recurring climate shocks – droughts, floods, and storms exacerbate debt burdens that were never
designed for such vulnerabilies.

Minister Keita emphasized that Mul lateral Development Banks must play a central role in debt
restructuring efforts, calling for a new HIPC-style ini a ve with climate at its core. He also urged
a stronger replenishment of the Interna onal Development Associa on (IDA) to support climate
resilient development.

Announcing The Gambia’s new Climate Prosperity Investment and Financing Strategy, he outlined
plans for investments in renewable energy, resilient infrastructure, and ecosystem restora on.
Minister Keita concluded by calling for innova ve financing mechanisms and global solidarity to
transform vulnerability into resilience and make climate prosperity a shared reality.
