Working as the Director of Aid Coordination Ministry of Finance, Mr Bakary Krubally have spent over fifteen years of successful career and experience in both public and private sector working in various disciplines.

His career and experiences are focused on many areas of specialization such as the Financial Sector, working for major Commercial Banks such as Wells Fargo Bank and Standard Chartered Bank, the public sector working for the Ministry of Finance and Economic Affairs and the Ministry of Planning and Policy in the Gambia, as well as Academia working for the University of the Gambia school of business, and finally the Retail Sector working for the Home Depot USA.

These experiences together with his two masters’ degree in Finance and Project Management (MBA and MSC) have equipped him and ready to take up any professional challenges in any International, Regional, Sub-regional and National organization globally.

Whilst working with the public Sector, Mr Krubally have had the opportunity to work with many development partners such as the World Bank, African Development Bank, IFAD, IMF, Islamic Development Bank, BADEA, some UN agencies etc on projects and programs development as one of the focal persons at the Directorate of Aid Coordination and Resource Mobilization Ministry of Finance and Economic Affairs and Ministry of Planning and Policy.

Mr. Krubally is a team player and love diverse workplaces as well as strongly believe that respect for others means respect for oneself.

  • Core Mandate
    • Coordinate Project/Programmes of multilateral agencies, monitoring on quarterly basis and prepare reports for the Hon. Minister of Finance, donors and project managers in a timely manner
    • Conduct project manager's forums for assessment of progress and challenges affecting the smooth implementation of such projects
    • Spearhead the implementation of the Aid Policy and the effective implementation of its Action Plans
    • Coordinate the Aid Management Platform (AMP), its implementation and periodic assessment of the indicators
    • Conduct Aid Management Task Force Meetings and continue training of members on the use of the AMP
    • Development of annual aid bulletin report and its timely finalization
    • Take part in project steering committee meetings and monitor the progress of project implementation
    • Coordinate missions visits such as WB, AfDB, BADEA, IsDB and rest of the multilaterals agencies
    • Lead the resource mobilization process for National Development Plan and the rapid respond plan of the Ministry of Finance and Economic Affairs
    • Conduct Paris Declaration surveys on a bi-annually basis
    • Conduct country monitoring of projects/programmes and provide report on a timely manner
    • Conduct Country Portfolio Performance Review (CPPR) for donor funded projects such as the WB, IDB, ADB e.t.c
  • Objectives
    • Support the effective coordination of Aid inflows/outflows as well as delivering sound policy advice on compliance and performances to senior management on bilateral and multilateral donor funded projects.
  • Key Achievements
    • Coordinated several Donor missions in 2017.
    • Coordinated two Country Portfolio Performance Review and Project Manager's forums.
    • Project implementation monitoring.
    • Training of Aid Coordination Task Force, AMP Team and Project Managers on Aid Management Data Base.
    • Consultancy on Donor mapping in The Gambia
    • Consultancy on the Annual Progress Report for the Aid Policy and Donor Consultation Retreat.
    • Production, Validation and Printing of the Annual Aid Bulletin
    • Spearhead the resource mobilization mission
    • Production and Publication of Project briefs
    • Coordinate donor mission, that culminated in the design and appraisal of the RWSSIP
    • Coordinated the design and appraisal of the small Ruminants project (Agriculture)
    • Recently coordinated mission on the approval of $45 million for NAWEC and GNPC
    • Coordinated mission for discussions with NFSP&MC Management in preparation for the financing of the Gambia Trade Season

    The Gambia Aid Policy 2015, provides an overarching guidance on how aid to the Gambia should be provided and managed, recognizing that further developments in human and institutional capacity are necessary to support the successful implementation of the PAGE.


    The review focuses on the design of GAP and the strategic framework of the Action Plan to test its relevance, effectiveness, efficiency and impact of implementation so far. In the review process the institutional arrangements for the implementation of the Policy Action Plan and sustainability of the results achieved thus far have been assessed.

    Donor Mapping Report (DMR) provides comprehensive information and the analysis of the current Development Assistance channeled into the country by development partners, as well as donors’ future activities. Information and statistical data presented in the DMR are based on the financial data of projects/programmes, entered in the database by Donor Coordination Forum (DCF) members, research work of the MoFEA staff as well as the responses to The Gambia.
